Dagestan Muslims Forbidden to Marry Christian and Jewish girls

The alims (scientists) of the canonical Department of Muslim Spiritual Management of Dagestan have adopted a fatwa (decree) that a Muslim should abstain from marrying a Christian or a Jewish girl, while the current Christians and Jews are not the "people of Scripture," the marriage to whom is allowed by the Koran.
The reason for this decree was a letter from a Dagestani, who has for many years lived in Moscow and wants to marry a Russian girl. The young man asked whether he had the right to marry a Russian girl whom he had met in the capital of Russia.
