11.11.2002 The Committee of Ministers of the Council of Europe has approved the annex to the European Convention about cyber-crime according to which any display of hatred in the Internet is henceforth forbidden in Europe.
The Committee of Ministers of the Council of Europe has approved the annex to the European Convention about cyber-crime according to which any display of hatred in the Internet as: propagation of race discrimination and violence based on color of skin, ethnic origin, religion, etc., as well as hyperlinks to similar materials, are henceforth forbidden in Europe.
The statements denying, belittling, approving or justifying crimes against humanity - in particular those happened during the World War II (first of all the Holocaust)- are forbidden.
In many European countries corresponding legislation already exists, however in the USA similar statements are protected by the First amendment to the Constitution. According to the Council of Europe 2,5 thousand of 4 thousand racist sites have been created in the United States. It is possible the European countries will be obliged to block American racist sites as it is already done in Spain.
Annex should be finally approved or rejected on January Parliamentary Assembly. Here exist fears its acceptance will lead to the cultural conflict that has matured long time ago: the American First amendment obviously contradicts the European struggle against display of nazism.
