Nitzan Nuriel: 'We must now get used to urban terrorism'

                  21.06.2017, Israel and the World

-‘'We must become accustomed to the idea that terrorism has become part of the everyday life of all of us, in Europe, in Israel, everywhere,’’ says Nitzan Nuriel, internationally renowned Israel’s top counter-terrorism expert.

‘’Just as society is accustomed to criminality and homicides, we must now get used to urban terrorism, which has become a social phenomenon, " he said in an interview with European Jewish Press.

He defines terrorism we are witnessing in Europe as urban terrorism or individuals terrorism . "No matter how we call it, these are semi-organized actions influenced by far-reaching events, mostly in the Middle East," explained the former head of counter-terrorism in the Prime Minister's Office.

"There will be attacks in Europe organized by " solitary wolves ", or organized cells. For this reason, the key to stop this actions as much as possible is gathering intelligence information so that European states can better prepare for such attacks. European Security Agenicies need to give more space to the importance of intelligence information," he said.

Asked whether European countries will change their policies to face terror, Nuriel believes that ‘’at a political level, states that have been hit by terrorism will soon lose their patience and we will see phenomena of the reduction of the freedom of movement, of action and of speech specifically to the Muslim population, which has so far produced 100% of the attacks.’’

‘’Within about a year we will see that European states will adopt policies and a series of actions that will diminish the freedom of movement,’’ he explains.

Will Europe adopt the Israeli model ? "Certainly, the Israeli model will be adopted with appropriate changes. Three are the main methods that need to be adopted as soon as possible: Frequent exercises. In Europe, military and police exercises in case of a terrorist attack are not enough. For this reason, when an attack occurs, the reactions of police are too slow.’’

‘’They must organize groups of expert in charge to prepare possible future scenarios of attacks: possible methods, particularly populated places ..Preventive actions that may require changes to the law.’’

Nuriel thinks that the Israeli experience can surely help. ‘’Our model cannot be copied as it is, but it has to be adapted according to the different menthality and legal differences of the various countries. And above all, the continuous technological developments will certanily help to stop possible future terror attacks.’’
