The Director of the Center Bella Litvack has told in an interview to a Pskov Information agency reporter that the founding of the center had started earlier the date of its official opening seven years ago. A Jewish Cultural Society had existed in Pskov up until 1996; the Society had established strong ties with Saint Petersburg branch of the "Joint World Fund for the Aid to Jewish Diasporas ".The relations between the two organization led to the idea of creating a charity centre. It was officially registered at the end of 1995, and was opened on January 27, 1996.
"Hased" means "charity" in Hebrew. By a Jewish tradition, a newly born is given the name of a respected family member who has already perished. The soul of the perished relative is thought to watch the baby's life formation from the skies.
In 1995, Israeli Prime-Minister Yitzhak Rabin was shot and killed by a terrorist. The newly-born center was given the name of Yitzhak. The full name of the center means "Charity of Yitzhak".
B.Litvack has said that a lot of work has been done during the seven years of the center's existence. Here is a list of the original projects which still exit: a charitable diner for pensioners; regular prophylactic and medical attendance at home of the elder members of the community; free medical consultations; assistance in acquiring glasses, aero phones; rehabilitation, using the special equipment the Center has, of disabled and those who underwent difficult surgeries; and so on.
Although the "Hased Yitzhak"'s activities target elder people mostly, the Center has club programs, a choir, a poetry club. A program for school children has been recently added. The children who attend the Sunday school study Hebrew, national music, songs, and arts and crafts.
