Deportation of the Rabbi of Rostov synagogue from Russia.

                  20.04.2003

The Rabbi of Rostov synagogue, Yelyashiv Kaplun, was deported from Russia for infringement of the passport and visa control. He has already left Rostov-on-Don for Tel Aviv.
The decision on deportation was made by the court of Lenin region of Rostov-on-Don.
Galina Sud has informed the RIA "News" that the judge found Kaplun to be guilty according to the item 18.8 of the "Code of the Russian Federation about administrative infringement" in violating the mode of staying at the territory of Russia, non-observing the established order of registration, evading from departure after expiry of the term of staying. The Rabbi was also punished by the fine in the amount of 8 minimal payments.
According to the judge, at the process Kaplun declared himself not to be guilty as, in his opinion, prolongation of the visa was the responsibility of the religious community which has invited him to Rostov-on-Don, but not his due to his status of rabbi.
However, the judge has explained the responsibilities of the inviting side include neither registration of a foreign citizen in a place of staying nor receiving the visa for him.
Kaplun has served in Rostov synagogue for 7 years. He has arrived to Don from New York. He is married, has four children.
